Dutch Public Lending Right (PLR)
You may be due royalties from Dutch PLR, a collective licensing scheme in the Netherlands which covers library lending of English books, featuring your work, that have been translated into Dutch. It's free to register a claim.
About Dutch PLR
In the Netherlands, public libraries are required by law to pay a royalty for each book they lend out. These royalties are distributed to writers, artists and publishers through collecting societies.
DACS receives public lending right royalties from our Dutch sister society, for works published in UK books which have been translated into Dutch and published in the Netherlands. We distribute these royalties to our members every year through Dutch PLR.
What you can claim for
You can make a claim when work by you has been published in a UK book, and that book has been both:
- translated into Dutch, and
- published in the Netherlands
The scheme covers all types of visual artwork published in books, including photography, illustration and fine art.
What you cannot claim for
You cannot make a claim for work published in magazines, newspapers and audiobooks.
Picture libraries cannot claim PLR through DACS.
Making a Dutch PLR claim
List past use of your work in books translated into Dutch from the UK original. You will need to include:
- book titles
- the number of your images used in each
- the ISBN (international standard book number)
Finding book titles and ISBNs
Our Dutch sister society needs titles and ISBNs to match the book with their data on lending usage in public libraries, and to confirm a book was published in the Netherlands.
If you cannot provide a valid ISBN and book title, we cannot process your PLR claim. To research Dutch language books, we recommend using the Dutch versions of Google and Amazon.
Claiming for the first time
List all eligible works in books published up to and including 31 December 2025.
If you have claimed before
If you have new works to claim for between 1 January 2025 and 31 December 2025, add them to your claim.
If you have no new works to add, there's no need to complete a new form. We'll automatically submit your claim for you.
Costs
It's free to register for Dutch PLR. As a not for profit organisation, DACS will deduct 15% from the royalties you may receive from your Dutch PLR claim, to cover our administrative costs.
What's the difference between the PLR scheme and Payback?
The Public Lending Right scheme remunerates artists and authors for the lending of books that feature their work throughout public libraries in a specific territory. Dutch PLR covers the Netherlands only. German PLR covers Germany only. UK PLR covers the UK only.
Payback is a separate scheme from PLR and operates differently.
UK PLR
The UK scheme is distinct from Dutch and German PLR, both of which are distributed through DACS. UK PLR is administered by The British Library. It relates only to books loaned by public libraries in the UK.
Payback
DACS manages Payback for visual artists in the UK. This scheme has distinct eligibility criteria and covers secondary uses of your works, like photocopying, scanning and cable retransmission.
